The European chemical industry - the continent's fourth-largest sector and the backbone of countless supply chains is facing an existential crisis. That is the stark warning issued recently by Sir Jim Ratcliffe, founder and CEO of global chemical giant Ineos.

The Cost Crisis: Energy and Taxes

The primary driver of the crisis is self-imposed cost disparity. Ratcliffe highlights two major economic pressures making European production uncompetitive:

  • High Energy Costs: Gas prices in Europe are reportedly four times higher than in the US, giving American manufacturers a massive cost advantage.
  • Excessive Carbon Taxes: European unilateral CO2 taxes and ‘green levies’ add significant operational costs that competing global regions like China and the Middle East do not face.

Ratcliffe’s proposed solution is blunt: ‘Remove the green taxes and levies from energy costs’ and ‘scrap the carbon taxes’ to bring operating expenses in line with international competitors.

The impact of these high costs is already visible. Ratcliffe points to significant production falls across the continent: 30% in the UK, 18% in Germany, and 12% in France. 

Furthermore, at least 21 large European chemical plants are scheduled for closure, with Ineos itself mothballing or closing several facilities. An Oxford Economics report commissioned by Ineos suggests that almost half of Europe's ethylene capacity could be shut down by 2030.

This data illustrates a widespread retreat of large-scale, high-volume production from the continent.

Ratcliffe’s most serious warning is that the potential collapse of the chemical industry is not just an economic loss; it is a threat to European security. He argues that the continent would become dependent on imports for strategically vital goods, including those used in water treatment, health, medicine, and defence.
